Nashville’s Metro Council advanced a pair of rezoning measures for the Buchanan Street corridor in North Nashville, moving two Commercial Compatibility Overlay ordinances forward on second reading after a public hearing that drew extensive testimony.

The overlay is designed to add use and operating standards for new businesses along Buchanan Street and certain nearby side streets, while allowing existing businesses to continue under current rules. The measures must still receive a third and final council vote and return to the Planning Commission process before any zoning changes take effect.

How the overlay would change future development

The sponsor, District 21 Councilmember Brandon Taylor, has described the overlay as a tool to manage ongoing redevelopment along a corridor that has seen increased investment and new nightlife activity. During the hearing, speakers supporting the overlay focused on quality-of-life issues associated with some late-night activity, including noise and trash, and argued that additional zoning guardrails could reduce conflicts between commercial uses and nearby residences.

Opponents raised concerns that the overlay could restrict business activity in an area with a significant history as a Black cultural and commercial district, and questioned whether zoning rules aimed at future uses would address current public-safety and neighborhood conditions.

Childcare bills move ahead as Metro targets zoning barriers

In a separate policy track, Metro leaders have moved forward with legislation intended to increase the number of childcare seats by changing how childcare facilities are treated in Nashville’s zoning and permitting systems. Two proposals introduced with the mayor’s support focus on (1) removing the 1,000-foot spacing rule that limits how close certain daycare centers may be to one another in many areas, and (2) reducing delays by changing permitting workflows and limiting the need for a Board of Zoning Appeals special exception when a provider otherwise meets applicable standards.

The childcare package is framed as an effort to reduce time and cost barriers for providers seeking to open or expand, with the broader goal of increasing capacity in a market where long waitlists are common.

The Buchanan Street overlay remains in a legislative pipeline that includes a third council reading and additional review steps. The childcare proposals continue through the Metro Council legislative process as lawmakers consider whether removing spacing and exemption requirements will measurably increase access to licensed childcare options across Davidson County.
